Legal debate about restricting EU migrants’ access to in-work benefits misses the wider point

The proposal to restrict EU migrants’ access to in-work benefits for four years is understandably subject to intense scrutiny but the accusations that such a policy is ‘illegal’ entirely misses the point. Reform will require changes to EU law in one form or another and there are no easy options.
